Housing Choice Voucher (Section 8) Waiting List

The St. Paul PHA’s Housing Choice Voucher (Section 8) Waiting List is currently closed. The PHA will conduct a random drawing for 2,000 available spots on the waiting list and results from the lottery are expected to be posted by December 21, 2022. Applicants will receive an email when the lottery has been completed and must log into theirwww.waitlistcheck.com account to check their status. Please do not call the PHA for status information.

  • A status of‘Active’means you were randomly selected in the lottery and you have a spot on the waiting list. A status of‘Inactive’means you wereNOTrandomly selected in the lottery but you are free to apply for any future waiting list openings.

Important:If you forget your User ID and/or Password, you will be able to request to reset your User ID and/or Password by answering your account security questions. Losing access to the Waitlist Check website will NOT affect your status on the Waiting List.

If you are unable to answer your security questions or no longer have access to the email address you registered under, please call the IVR (Integrated Voice Response) automated system at 651-371-6135 AFTER December 21, 2022 to check if you are active on the waiting list. You will need to enter the head of household’s Social Security number to verify status.

Once the lottery is completed, Applicants with an ‘Active’ status may useAssistance Connect(https://www.assistancecheck.com/), which will allow enhanced communication with St. Paul PHA. The username and password for AssistanceCheck will be the same username and password you created for your WaitlistCheck account.

  • You must report any changes to your legal and/or mailing address, contact information, and household members to St. Paul PHA in writing to maintain your waiting list status. You should submit changes through your assistancecheck.com account once the lottery results have been posted. If you are unable to access this account, you can submit application changes via one of the following methods:

Homeless Resources

The PHA continues to partner with our local Continuum of Care, Heading Home Ramsey, to ensure that we are effectively utilizing our resources to serve those most in need of housing. Many of our options (lower) will draw their available referrals from Coordinated Entry, which can be accessedhere.

Emergency Housing Vouchers (EHV)

The St. Paul PHA has received over 150 vouchers to serve those who are:

  • Homeless;
  • Households fleeing, or attempting to flee, domestic violence, dating violence, sexual assult, stalking, or human trafficking;
  • At risk of homeless; and/or
  • Recently homeless - Households who are participating in current Continuum of Care transitional, rapid rehousing, permanent supportive housing (Move-Up), or other time-limited housing programs who entered these programs through the Coordinated Entry System and were in a place not meant for human habitation or emergency shelter prior to entry.

Those clients who are homeless and fleeing and/or surviving domestic violence will be referred directly from Coordinated Entry. Please access that informationhere. Please select the category that best fits your needs (i.e. single adult, family, or youth).

Family Unification Program (FUP)

The PHA has a number of FUP vouchers, which are for youth aging out of foster care, and for families who require housing to reunify with their children.

The PHA accepts all of their family referrals from families working with Ramsey County Health and Human Services. If you are currently working within Child Protection, please ask your worker for additional information.

The PHA accepts all of their youth referrals from Coodinated Entry. Please gohere, and look under the Youth information seciton to learn how to apply.

Veteran Affairs Supportive Housing (VASH)

The PHA has a number of VASH vouchers, available for homeless veterans who are working with the local Veteran Affairs Medical Center (VAMC). If you work with the local VAMC, please contact them for additional information about this housing resource.

Project-Based-Voucher Opportunities

The PHA has assigned some of their 5,000 Housing Choice Vouchers to approximately 600 specific apartments. These vouchers are called “Project-Based Vouchers”. This program attaches the rent subsidy to a specific development or certain apartments in a development that has been recently rehabilitated or newly constructed. If the tenant moves (with or without a voucher), the unit continues to be subsidized.

The goals of the program include contributing to the upgrading and long-term viability of the City's housing stock; increasing the supply of affordable housing; integrating housing and supportive services; and promoting the coordination and leveraging of resources.

Over 400 of these opportunities are dedicated to housing programs/projects that provide supportive services to families, single adults or youth who are experiencing homelessness. Each program typically draws fromCoordinated Entry,keeps its own waiting list, and when there is a vacancy, they refer the next person or family to the PHA to verify the applicant's eligibility for rental assistance.

Mainstream Voucher Program

The PHA has been awarded a special allocation of Housing Choice Vouchers to assist non-elderly adults with disabilities who are:

  • in institutional and segregated settings and want to move to community settings, or
  • are at risk of becoming institutionalized, or
  • are homeless or at risk of becoming homeless, or
  • previously experienced homelessness and currently a client in permanent supportive housing

These vouchers are currently fully leased, and there are no additional vouchers available.

When vouchers do become available, the PHA will pull all applicants from their waiting list for these vouchers. Each of the following agencies will be given the opportunity to refer clients to the waiting list to receive a Mainstream preference.If you are interested in applying for these vouchers, please contact one of our partner agencies listed below:
